This report provides reasons for adopting the rule, describes differences between the proposed rule and the adopted rule, and provides Ecology’s responses to public comments to meet the Administrative Procedure Act (APA) requirements (RCW 34.05.325). The rules were adopted on September 1, 2023, and take effect on October 2, 2023. | ||||
