Description | A substantial backlog exists for water right applications in Washington State. The Department of Ecology (Ecology) has limited staff to review these applications and, as competition for water increases in the face of additional growth, the complexity of the decision-making has increased. Thousands of applications have been pending for many years, some for more than a decade. In 2000, the state Legislature created a new alternative (RCW 43.21A.690 and RCW 90.03.265) for any applicant to expedite the decision-making on his or her application. This is the Cost Reimbursement option. |
