Description “Washington Administrative Code (WAC) 173-226-120 requires an economic analysis of any proposed water-quality permit intended to directly cover small businesses to serve three purposes. The analysis must:

• Explain the compliance requirements of the general permit.
• Estimate the economic impact on small and large businesses and, to the extent possible, determine whether the permit is expected to have a disproportionate impact on small businesses.
• Discuss what mitigation the general permit provides to reduce the effect on small businesses (if a disproportionate impact is expected), without compromising the mandated intent of the permit.

The Small Business Economic Impact Analysis (SBEIA) compares the costs of compliance for small and large businesses to determine whether the Upland Finfish Hatching and Rearing General Permit disproportionately impacts small businesses. This is the fundamental requirement the SBEIA satisfies.”
