| Description | This document is the draft Washington-California-Québec linkage agreement. The linkage agreement sets expectations for information sharing, cooperation, and accounting. It’s non-binding and does not create new regulations or change existing ones. This draft agreement was developed by all three jurisdictions. Before entering into a linkage agreement, the Climate Commitment Act requires Ecology to solicit input on the draft linkage agreement, complete an Environmental Justice Assessment, and establish findings on the linkage criteria in RCW 70A.65.210. California and Québec would need to undergo their own processes to decide whether to link. |
