Description Whatcom, Squalicum, and Padden Creeks are on the Washington State 303(d) list for impaired waters for temperature. Ecology and the city of Bellingham developed this total maximum daily load (TMDL) to develop a plan to bring these creeks, which run through Bellingham, into compliance with the state water quality standards.
