Public Comment Period February 01, 2024-March 04, 2024

Ecology is proposing to remove the Ray Rock Grocery site, located at State Hwy 2 in Monitor, from its Hazardous Sites List (HSL).

The Hazardous Sites List is a list of sites Ecology reviewed for their potential threat to human health and the environment. This review is based on how much contamination is present, how toxic it is, and how easily it can come in contact with people and the environment. Sites must go through cleanup and meet state standards before Ecology can remove them from the list.

Review:

•  No Further Action Letter, dated July 29, 2019

Based upon cleanup and recent sampling conducted, Ecology has determined the site is no longer a threat to human health and the environment.

Next Steps

After the public comment period ends, Ecology will review and respond to comments received and will hold a public meeting if 10 or more people request one. After review and consideration of comments received, the site will be removed from the Hazardous Site List.
The Site was the location of a former service station. In August 1991, the two underground storage tanks (USTs)—one 3,000-gallon tank regular gasoline and one 3,000-gallon unleaded gasoline--were decommissioned and removed. The USTs were noted to have been in good shape with no obvious signs of holes.

During the excavation, petroleum contaminated soil (PCS) was observed near UST #2.  Soil samples near UST #2 showed petroleum contamination above state cleanup levels.

Contaminated soil was not removed during the initial UST removal. About two months later, approximately 8 cubic yards of PCS was removed and landfarmed.

In 2019, an Ecology contractor conducted sampling that showed no more contamination remained above state cleanup levels.
