Old Inland Pit is located approximately seven miles east of the Spokane city limits. The 10-acre site was used as a source for sand and gravel from 1969 to 1978.
Spokane Steel Foundry Company disposed of waste foundry sands and baghouse dust from May 1978 to May 1983. The sands were from metal molding operations, and the baghouse dust was generated from sand sieving, sandblasting operations, and the residue of electric arc furnaces. Approximately 200 tons of baghouse dust was dumped in the pit.
Sample results collected in 1984 indicated elevated concentrations of copper, zinc, nickel, and chromium were present. Based on these results, the U.S. Environmental Protection Agency placed the pit on the National Priorities List in 1986.
No cleanup was done because additional sampling showed that the wastes at the site did not classify as dangerous under Washington law. The contaminant levels present were allowable for industrial uses of the property. The presence of these contaminants at an industrial site requires a restrictive covenant be recorded.
A restrictive covenant was placed on the property in 1999 that limits how the property may be used. With this record in place, Ecology determined that no further cleanup actions were needed, and we removed Old Inland Pit from the Hazardous Sites List in August 1999.

Periodic Reviews
Permanent fencing at the site continues to limit access to the property and prevent human exposure to any remaining contaminants in soil by eliminating potential ingestion or direct contact with the soils. The restrictive covenant for the property ensures that the remaining contaminants will not be exposed by future site activities.
Ecology has completed three periodic reviews of the Old Inland Pit. Based on these reviews, no repair, maintenance, or other actions are required.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
