Site Background

Spokane Custom Wood Treating preserved commercial lumber with chemicals from the mid-1970s through 1996. These chemicals included pentachlorophenol (PCP) dissolved in diesel fuel or fuel oil until it was replaced with copper naphthenate.

Sampling at the site found PCP, diesel, and polycyclic aromatic hydrocarbons (PAHs) in soil at levels above what is allowed by state regulations. PAHs are a byproduct of the incomplete burning of organic substances such as diesel or fuel oils. The contaminated areas of concern were: 1) the hoist and vault area, 2) the dip tank along the eastern property boundary, and 3) the area northwest of the dip tank near test pit 5. Initial sampling of groundwater detected diesel and penta. However, follow-up sampling did not detect either chemical.

Cleanup

Cleanup was completed from 1998 to 2004, and included disposing hazardous wastes and excavating contaminated soil. About 1,531 cubic yards of contaminated soil remains because excavation would have risked the structural integrity of a neighboring building. Engineering controls, including asphalt and concrete paving and stormwater management systems, contain remaining contaminated soil. 

Following cleanup, we removed the site from our Hazardous Sites List.

Periodic reviews

Ecology staff visited the site January 21, 2015, and found no evidence of excavation or other ground disturbance. The property is now Iron Bridge Office Campus. Following a 30-day public comment period during which no comments were received, the periodic review report became final.  

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
