Baxter North Woodwaste Landfill
Site Background
Baxter North Woodwaste Landfill is a closed landfill that is regulated under Chapter 173-304 of the Washington Administrative Code. The closed landfill is privately owned and operated.
Baxter North Woodwaste Landfill is located on the northwest parcel of the intersection 67th Ave NE and 197th St NE in Arlington, Washington (48.176170 N, 122.143471 W). The Baxter North Woodwaste Landfill contains an estimated 355,000 cubic yards of woodwaste that was deposited within an 8.5-acre sand and gravel pit. As reported in the Operations, Closure and Post-Closure Plan (January 1987), the landfill was a private use facility prior to 1970. J.H. Baxter & Co. disposed of woodwaste from their operations at the JH Baxter Arlington site in the 1980s. The wood waste reportedly consists of almost entirely fir and cedar wood shavings and cottonwood, with some bark intermixed. The landfill was closed with a 2-foot soil cover in accordance with the closure plan.
Post-Closure Care
Post-closure care includes periodic monitoring groundwater to evaluate the integrity of the landfill containment system. Groundwater monitoring has been performed from the shallow aquifer at the site since 1988. The shallow aquifer consists glacial recessional outwash sand with gravel, silt, and clay of the Marysville Sand Member to depths of over 100 feet in the vicinity of the landfill (Ground-Water Resources of Snohomish County, Washington, Newcomb. 1952). The groundwater monitoring network includes an upgradient well (BXN-4) on the southeast corner of the parcel and three downgradient or cross-gradient wells (BXN-1 to BXN-3) on the landfill parcel. BXN-3 was damaged in 2010 and is inaccessible for sampling.
Post-closure care is required until the landfill generates little or no leachate and landfill gas, landfill settlement has stabilized, and groundwater quality criteria have been satisfied.
