Baxter South Woodwaste Landfill

Baxter South Woodwaste Landfill is a closed landfill that is regulated under Chapter 173-304 of the Washington Administrative Code. The closed landfill is privately owned and operated.

Baxter South Woodwaste Landfill is located west and downgradient from the JH Baxter Arlington site, about 700 feet south of 188^th St NE in Arlington, Washington (48.163926 N, 122.144907 W). J.H. Baxter & Co. disposed of approximately 300,000 cubic yards of woodwaste material in the mid-1980’s to depths more than 10 feet thick. The landfill was closed with a 2-foot soil cover in accordance with the Closure and Plan-Closure Plan (January 1989).

Post-closure care includes periodic monitoring groundwater to evaluate the integrity of the landfill containment system. Groundwater monitoring has been performed from the shallow aquifer at the site since the 1980s. The shallow aquifer consists glacial recessional outwash sand with gravel, silt, and clay of the Marysville Sand Member to depths of over 100 feet in the vicinity of the landfill (Ground-Water Resources of Snohomish County, Washington, Newcomb. 1952). The groundwater monitoring network includes an upgradient well (BXS-4) on the JH Baxter Arlington site and three wells (BXS-1 to BXS-3) downgradient of the landfill on the landfill property.

Post-closure care is required until the landfill generates little or no leachate and landfill gas, landfill settlement has stabilized, and groundwater quality criteria have been satisfied.

The property owner is responsible for post-closure care for the landfill.
