Progress Elementary cleanup was part of Ecology’s Area-wide Soil Contamination Project. The focus of the project was to identify and clean up lead and arsenic on orchard lands that had been developed into properties heavily used by children. Children are more susceptible to the health risks from exposure to lead and arsenic, which was in pesticides historically used on orchards.
Progress Elementary has been removed from the Hazardous Sites List following restoration of its playground in 2008. We completed periodic reviews in 2017 and 2023 and found the cleanup remains effective for preventing contact with or inhalation of contaminated soil.

Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
