Weyerhaeuser Co HG Chlor Alk
Site Information
In the mid-1950s, the Weyerhaeuser Company began production of chlorine and caustic for its pulp and paper mills. The production technology used elemental mercury. Leaks from pumps, valves, and process lines resulted in mercury releases to soils. In the mid-1970s, this production process was replaced.
Over time, Weyerhaeuser has removed mercury-contaminated soils and monitored groundwater. It also evaluated possible impacts to the nearby Columbia River. Ecology found the cleanup complete in 2005.
- 1991 Agreed Order No. 91-TCI-102, requiring Weyerhaeuser to submit a plan to provide groundwater protection from and monitoring of mercury contamination
- 2001 Final Remedial Investigation
- 2001 Agreed Order No. DE 01TCPIS-1968, requiring Weyerhaeuser to submit a final Feasibility Study
- 2001 Final Feasibility Study
- 2004 Agreed Order No. 1037, requiring Weyerhaeuser to implement the final Cleanup Action Plan
- Final Cleanup Action Plan
Axiall Corporation currently operates Eagle US 2 LLC at the site, and leases part of the property to Hasa Inc.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
