Site Background

The Mizukami Project site is currently occupied by GENSCO, a warehousing and storage company. Previously, the site was a single-family residential home. Fuel oil service lines were accidentally damaged during removal of an underground tank. This damage led to 150 to 200 gallons of diesel fuel draining into soil on the site.
 
Approximately 57 tons of contaminated soil were removed and treated offsite. After follow up investigations showed further petroleum-related contamination in groundwater, Ecology required regular groundwater monitoring. After three consecutive rounds of groundwater test results showed no contamination, we determined that no further cleanup actions were necessary.
 
Since a small area of soil that was near a sensitive utility in a city right of way was not removed, some contamination remains on site. An environmental covenant, which restricts land use, was recorded for the site in 2012.

Periodic Reviews

Cleanup is complete for this site, but we review site conditions every 5 years to evaluate current site conditions and to ensure the continued protection of people and the environment. When a periodic review report is drafted, it will be available for a 30-day public comment period before it is finalized.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
