The Department of Ecology (Ecology) has negotiated a
legal agreement called an agreed order (AO) with Roystone on Queen Anne, LLC
(Roystone) and Chevron Environmental Management Company (CEMC) to conduct Site
cleanup. The AO requires Roystone to conduct an interim cleanup action to remove
contamination on the former Texaco property (Property) located at 631 Queen Anne Avenue North in Seattle. CEMC will continue the off-Property investigations and develop plans for cleanup of remaining contamination.

Interim Action Completed

Interim action work included extensive excavation of contaminated soil and groundwater. Monitoring wells installed at the new building will help monitor any remaining contamination at the Site.

In March 2020, Roystone started the interim action to remove petroleum-contaminated soil and groundwater on the Property. The interim action was conducted as the Property was being redeveloped into a multi-story building with one level of underground parking. 


The interim action included:

  • Removing underground storage tanks, hoists, product piping, and other below-ground service station equipment discovered during excavation.
  • Excavating and removing approximately 16,745 tons of petroleum-contaminated soil from the Property. 
  • Collecting soil samples to show that all contaminated soil within the Property boundaries was removed. 
  • Treating and removing approximately 610,900 gallons of contaminated groundwater from the Property during excavation. 
  • Installing six groundwater monitoring wells at the Property in order to show, through sampling, that the groundwater at the Property complies with MTCA cleanup levels.
  • Installing a vapor barrier and a passive subslab depressurization (SSD) system (venting system) beneath the new building.
  • Collecting soil vapor samples to demonstrate that vapor intrusion (contaminated air entering the building) is unlikely.

We issued a Completion of Interim Action letter on May 1, 2023 to confirm that the interim action required by the Agreed Order is complete.

CEMC conducted off-Property surveying and groundwater monitoring in August 2020. Based on this data, CEMC submitted a Remedial Investigation Work Plan on February 8, 2022 that was later approved by Ecology.  

The Remedial Investigation Work Plan was implemented in phases. The following work has been completed or is planned:

Completed work: 

  • April 2022: The collection of indoor air samples and sub-slab vapor samples in the basements of the Monterey and Del Roy Apartments.
  • March 27-April 5, 2023: The installation of seven monitoring wells in the Monterey and Del Roy Apartment properties, and City of Seattle right-of-way. 

Planned work: 

  • Securing access agreements for the installation of more monitoring wells and vapor probes.

The Site includes the former Texaco property located at 631 Queen Anne Avenue North and the nearby Del Roy, Monterey, Bungalows, Queen Anne Arms, U-Park, and Bank of America properties. Several City of Seattle owned properties under West Roy Street, Queen Anne Avenue North, and 1st Avenue West are also part of this Site.





 Land use

  • 1927-1993: A Texaco gas station operated at the Property.
  • 1993-2017: A Manhattan Express Deli operated at the Property.
  • 2017-2020: The building on the property remained vacant before the current building was constructed.
  • 2020-Present: Cleanup and redevelopment of the property. 

Cleanup history

  • 1986: Ecology responded to complaints of gasoline odors at the adjacent Monterey Apartments, and discovered up to 2 feet of petroleum (gasoline and diesel) in groundwater beneath the Monterey Apartments and the Property. 
  • 1986-1990: Ecology installed groundwater monitoring wells and collected soil gas samples to investigate the contamination. The investigation identified the former Texaco gas station as the likely source of petroleum. Ecology installed two recovery wells to remove petroleum in groundwater.
  • 1993-1997: Ecology removed seven fuel underground storage tanks and found petroleum soil contamination. Ecology installed and operated a soil vapor extraction (SVE) and groundwater recovery system.
  • 2002: CEMC initiated independent interim actions, which included upgrading the SVE system, replacing the SVE with a dual-phase extraction system, and continuing investigations. Contaminated soil and groundwater still exist at the Site.
