A site assessment was conducted in 1998 due to a potential property transfer. Petroleum hydrocarbons were found  in soil when excavating test pits. Forty soil borings and four groundwater monitoring wells were installed in 1999 to determine the extent of contamination. Groundwater samples also showed impacts.
 
Two 500-gallon underground storage tanks were discovered during site investigation and cleanup. The tanks and about 5,006 tons of contaminated soil were removed.
 
In 2001, Ecology added the site to the Hazardous Sites List (HSL) that compiles contaminated properties that have been ranked by their level of potential hazard and their cleanup status. We ranked this site a 3 due to petroleum contamination in soil and groundwater, and metals in groundwater. A rank of 1 is the highest level of concern compared to other sites on the list, and a rank of 5 is the lowest.

Groundwater monitoring results were submitted to Ecology in 2015, 2016, and 2017. Based on these results, Ecology required further cleanup actions in 2016 and 2017. The property owners worked closely with us on continued groundwater monitoring, which showed petroleum hydrocarbons and lead decreasing below levels requiring cleanup.

In May 2019, we drafted an environmental covenant that includes a maintenance and repair plan for the cap over contaminated soil, and we reviewed apartment building designs to ensure stormwater drainage doesn't carry contamination off the site.

We held a comment period July 1 - 30, 2019, proposing to remove the site from the HSL. We didn't receive any comments and issued a no further action letter.

The site was a service station from about 1940 until 1951 when it was purchased by the City of Cheney. The property was then used as a shop and maintenance facility until the 1970s.

The above-ground storage tanks and one underground storage tank were removed in 1974. The building was demolished, and the site has been used as a parking lot since 1974.

In September 2017, a developer bought the property from the city with plans to build an apartment complex with a parking lot over the remaining contaminated soil. 

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
