Cleanup Complete

Environmental cleanup at the Boulevard Nursery site is complete. In 2023, Ecology determined that no further action is necessary because the cleanup meets state standards.

A comment period was required before we could consider removing the site from the Hazardous Sites List. The list is now called the Contaminated Sites List. We held a comment period from December 11, 2023, to January 12, 2024. We received one comment. 

After the comment period, our opinion remains the same--the site is cleaned up, and there is no more cleanup action required. The contamination has been removed and the cleanup complies with the state's cleanup law, the Model Toxics Control Act (MTCA). 

We are in the process of removing the site from the Contaminated Sites List.

Site Description

The property is currently a vacant lot slightly less than one acre in size. The site is in an area of mixed residential and commercial development.

A landscape nursery business was located at the site before the business closed.

Cleanup

Soil was contaminated with a pesticide called dieldrin. Contamination of the the soil may have been caused by applying pesticides at the former nursery. 

In 2009 and 2020, studies showed that pesticide concentrations in soil were below state cleanup levels. In 2020, we issued a no further cleanup action opinion letter. In 2021, we took back the no further action letter after receiving more information about contamination at the site. 

Investigators found dieldrin at concentrations that required cleanup of soil located in a berm. The berm was on the western edge of the property.

In 2023, the property owner excavated about 488 tons of contaminated soil, removing the soil berm from the site. Afterwards, tests confirmed that contaminant concentrations were below state cleanup levels, protecting human health and the environment. 

Groundwater contamination is not a concern at the site. The site is located outside the 10-year groundwater travel time to any municipal supply well, and at least 700 feet from the nearest private drinking well. 

After the cleanup, we issued a no further action opinion letter in June 2023. 

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
