Site Description
The site is located in a commercial and light industrial area which is near the railroad corridor through town. It is situated on property that formerly housed automotive businesses including sales, repair, and service facilities.
In 1992, Ecology investigated a report of oil dumping at the property when the site was occupied by Carlos Motors. In 1993, Tidricks Quality Transmission began operations on the property. In 1994, limited soil sampling was performed in conjunction by the Yakima County Health District. The soil sampling confirmed releases in the vicinity of two drywells and a waste oil underground storage tank (UST). Excavated soil from the vicinity of the waste oil UST and the north drywell showed concentrations of chlorinated solvents including tetrachloroethene (PCE) and trichloroethene (TCE) above the Model Toxics Control Act (MTCA) Method A soil cleanup levels.
In 1994, the site was added to Ecology’s Hazardous Sites List with a ranking of “1”. Sites on the Hazardous Sites List are a priority for Ecology, and have completed a Site Hazard Assessment (SHA). A SHA provides information about the environmental risk of the Site. Risk is based on the amount of contaminants, how toxic they are, and how easily they can come in contact with people and the environment. Sites are ranked relative to each other on a scale of “1” to “5”; with a rank of “5” being the lowest.
In 2007, the property underwent a second investigation by Ecology. Numerous examples of releases to the ground were documented. Limited sampling performed during this investigation confirmed heavy oil and lead contamination of soil at concentrations that exceeded their respective MTCA Method A soil cleanup levels.

Cleanup Activities
In 1994, one of the drywells (south drywell) and some petroleum-contaminated soil was removed, and the waste oil UST and two gasoline USTs on the property were decommissioned, and soils at the north drywell were cleaned up. It was reported that about 700 tons of petroleum-contaminated soils were removed and disposed at the former Rabanco landfill at Roosevelt, Washington. It was reported that petroleum-contaminated soil was left intact under a building structure.
In 2013, Ecology noted inadequately characterized soil and groundwater as well as sampling deficiencies. Ecology entered into an Agreed Order with the Potentially Liable Persons (PLPs) to perform a remedial investigation and feasibility study. In 2014, a data gap investigation was conducted with soil and groundwater sampling.

Cleanup Complete
Based upon the work performed, Ecology has determined the site is no longer a threat to human health and the environment. The site was removed from the Hazardous Sites List in September 2015.
