Site Description

The Kitsap County North Road Shop has operated as a county shop for more than 50 years. Activities conducted on the property include vehicle and heavy machinery repair and maintenance, construction equipment storage, roadbed materials storage, and vehicle fueling.

Soil and groundwater were contaminated by petroleum hydrocarbons and associated compounds of benzene, toluene, ethylbenzene, and xylenes due to releases/spills from parked vehicles and leakage from underground storage tanks.

Cleanup Activities

The majority of petroleum contaminated soils were excavated from the site in the summer of 1997 and disposed of at Olympic View Landfill. Excavation was limited by structures, and petroleum contaminated soils were left under the storm drain/water main, beneath Building 2, and below the property’s western fence (location of a former water district compound). The property was then paved with asphalt.

Regulatory Status

Following remedial activities, a Restrictive Covenant was filed on the Property on January 7, 2000. Ecology issued a no further action (NFA) determination letter on January 11, 2000 through the Voluntary Cleanup Program (VCP). Per the NFA letter, two more quarters of surface water monitoring from three locations were conducted. Ecology stated in a letter dated July 27, 2000 that surface water monitoring could be discontinued since monitoring results showed that most samples were non-detect or below cleanup levels for petroleum and BTEX.

In January 2025, the Pollution Liability Insurance Agency issued a new no further action determination and recommended removal of the covenant.

Periodic Review

A periodic review is conducted every five years following a cleanup action when institutional controls are used as part of the remedy, as required by the Model Toxics Control Act (MTCA). The purpose of the periodic review is to evaluate current site conditions and to ensure continued protection of human health and the environment.

The January 2025 no further action determination recommended removal of the covenant. Periodic reviews are no longer required at the site.
