Site Description
The Frenchies Fill N Food (Frenchies) cleanup site is located on the southwest corner of the intersection of East Moxee Avenue and North Spokane Street in Moxee, Washington. Impacted soil and/or groundwater originating from Frenchies has been found on the Frenchies property and on the City-owned property adjacent to the west. The Frenchies property is currently a restaurant and hair salon, but was formerly a gasoline station and auto servicing business. The City-owned property is currently a restaurant.
In 1994, a release of petroleum products was discovered during the removal of underground storage tanks (USTs). Petroleum contamination has been confirmed for both soil and groundwater.

What's Been Done So Far?
In 1994, four gasoline USTs and associated fuel dispenser lines were removed and about 1,800 cubic yards of petroleum contaminated soil was excavated.
In 2012 through 2015, Ecology hired a consultant to help better determine where the petroleum contamination is located, how much is present, and aid in selecting and designing a cleanup remedy. In addition, a pilot study was conducted to determine the effectiveness of air sparging and soil vapor extraction (AS/SVE). Based on these findings, a cleanup approach was recommended that includes application of chemical oxidation and bioremediation products using lance injection methods and injection wells. A bench scale test is recommended prior to full-scale implementation of this cleanup approach. Contaminants of concern include gasoline, benzene, toluene, ethylbenzene, total xylenes, naphthalenes, manganese, and nitrate in soil and/or groundwater. Groundwater has been encountered between 12 and 16 feet below ground surface.

What's Next?
Ecology will base further actions at the site on existing data. An Interim Cleanup Action Plan will be prepared. The cleanup action will be implemented once funding becomes available.
