This report includes both permit violations and permit triggers. Permit triggers are not violations but rather when triggered require the permit holder to take an action defined in the permit. Benchmark exceedances and design criteria (85%) exceedances are permit triggers and not permit violations.
If the “is addressed” column in this report states “yes” then Ecology has taken an informal or formal action to address the violation or permit trigger. It does not refer to any action taken by the permit holder. Ecology’s performance goal is to address all permit violations for individual permits. The report includes NA (not applicable) for general permits.

More Info King County South Plant Reclaimed Water Plant ST0007445ActiveReclaimed Water IPRENTONKing 9/26/2016N/AEffluent ViolationsNumeric effluent violation   32 DMR note: All permit-required water quality values, monitoring, and reporting requirements were met in September except for a max-day Total Coliform (TC) exceedance on September 26 of 32-cfu/100ml. Responses to the exceedance (per our standard procedures) included 1) increasing the Cl2 residual setpoint used to control the hypochlorite disinfection dose, 2) increasing the minimum acceptable Cl2 residual at the end of the chlorine contact tanks (the go “To Waste” setpoint), 3) decreasing the acceptable filter effluent turbidity (the go “To Waste” setpoint), and 4) lowering the acceptable range of RW turbidity values. The State Departments of Ecology and Health, and the Seattle-KC Department of Health were notified of the max-day TC exceedance. This permit exception has received ERTS #667896 from the Department of Ecology. A review of both the South Plant and RW facility operations found the RW hypochlorite disinfection flow was varying more than normal prior to the high TC value. This change in hypochlorite flow variability occurred soon after a change was made to the hypochlorite pump’s controls. As a corrective action, RW from the RW facility was diverted “to waste” until the hypochlorite pump controls could be returned to its normal settings (which occurred Sept. 27). The RW facility and hypochlorite disinfection pump were then returned to automatic operation with the higher chlorine setpoints and lower turbidity setpoints. The TC value the day prior to Sept. 26 and the days following were all 0.0 cfu/100ml." Jankowiak: Discuss violation. Recommend warning letter. Decision: Review volume affected before diverted. Warning letter and monitor.

In addition, the Oct 13 TC sample was read 48 hours after sampling rather than the standard 23-hours; the reading was 0.0. All South Plant effluent quality, RW influent quality, South Plant operational data and RW facility operational data on Oct 14 was the same as, or similar to, values/conditions before and after Oct 14. Jankowiak: the note doesn't discuss why the sampling/analysis problems occurred or what they are doing to fix/prevent. Recommend sending email to operator requesting more details and reminding them of permit notification requirement details. Warning letter for missed monitoring. And Shawn to contact facility about reporting.
