| Description | This policy provides guidance for the initial investigation process set forth in the Model Toxics Control Act (MTCA) Regulation, WAC 173-340-310. It also includes two attachments: 1) Initial Investigation Site Visit Safety and Health Checklist, and 2) Initial Investigation Field Report. The purpose of an initial investigation is to determine whether a release (or threatened release) of a hazardous substance may have occurred that warrants further action under MTCA. The initial investigation also provides the initial investigator with an opportunity to encourage cleanup of easily remediated releases. As part of the initial investigation, the investigator must also begin the process of identifying potentially liable persons (PLPs). For guidance on identifying PLPs, see Procedure 500A (formerly Procedure 500B) titled, “Identification of Potentially Liable Persons,” publication no. 16-09-051. REVISION NOTE: This policy became effective January 5, 1993, and was revised December 17, 2009. In September 2018, we formatted the document, added Americans with Disabilities Act (ADA) language, and cataloged it in Ecology’s publications database. With the exception of ADA language, content of this policy did not change since it was revised December 17, 2009. |
