Description Effectiveness monitoring uses a combination of monitoring types to evaluate whether specified activities have achieved the desired effect.

It is an essential component to the adaptive management process when best management practices are implemented to control human-caused pollution. It is also one of the several required components when (1) we develop Total Maximum Daily Loads (TMDLs) or other watershed-based pollution control plans, or (2) state and federal funds are used to implement nonpoint-source pollution control strategies.

In Washington State, the Department of Ecology is the agency primarily responsible for implementing the requirements and provisions of the Clean Water Act, including monitoring the effectiveness of water pollution cleanup plans. This document outlines a strategy for developing effectiveness monitoring studies.
