Description Washington state’s Underground Storage Tank (UST) regulations, Chapter 173-360, are known as “the UST rule.” On July 18, 2018, Washington State Department of Ecology (Ecology) repealed Chapter 173-360 and adopted new UST rule, Chapter 173-360A. The new rule is effective beginning October 1, 2018.

The UST rule governs the installation, operation, maintenance, and closure of underground storage tank systems that contain petroleum or other regulated substances. The rule also governs the detection of, responses to, and financial responsibility for releases from those systems.

This implementation plan informs those who must comply with the rule about how Ecology intends to: a) implement and enforce the rule; b) inform and educate affected persons; c) promote and assist voluntary compliance; d) evaluate whether the rule is achieving its purpose, and e) train and inform Ecology staff.

This plan also identifies: a) supporting documents and databases that may need to be developed or updated; b) other resources where more information about the rule is available; and c) persons who can answer questions about rule implementation.

This documentation is required by the Administrative Procedure Act (RCW 34.05.328).
