Description This document provides the Department of Ecology’s recommendations for estimating water use by permit-exempt domestic wells in compliance with the provisions in Engrossed Substitute Senate Bill (ESSB) 6091. The methods described are not rigid requirements, and planning units and watershed restoration and enhancement committees can modify these methods based on credible, location- specific information with Ecology concurrence. Ultimately, watershed plans will be judged by two tests: that the total potential impacts of new permit-exempt domestic wells are offset, and that a “net ecological benefit” is provided by the plan. Any methods for estimating water use must be sufficient to allow Ecology to make those determinations.
