| Description | The 2018 Streamflow Restoration Act (ESSB 6091) provides for actions in watersheds to offset potential impacts to instream flows associated with permit exempt domestic water use. The purpose of this Streamflow Restoration Grant program is to provide funding for those actions (“projects”). In passing this new law, the Legislature also authorized the sale of capital bonds for this purpose in the aggregate amount of $300 million over the next 15 years. Of this total, $20 million was made available to start projects in 2018-19. The Washington State Department of Ecology’s (Ecology) Water Resources Program administers the Streamflow Restoration Grants program. Ecology awards grants on a competitive basis for projects throughout the state that improve streamflows and instream resources, as directed under the new law. This Interim Funding Process will be used for projects seeking funding in this first round of Streamflow Restoration Grants (2018-19). This document describes how to apply for funding, meet program requirements, and manage funded projects. Finalized guidance will be in place in 2019 for future funding opportunities. |
