Description This guidance is for people who are using the new, expedited review process under the Voluntary Cleanup Program (VCP) to clean up contaminated sites.

The VCP at the Washington State Department of Ecology (Ecology) helps people (such as property owners) clean up contaminated sites independently, without Ecology supervision. These independent cleanups still need to meet the cleanup standards of our state’s environmental cleanup law, the Model Toxics Control Act (MTCA). Under the VCP, Ecology staff can provide technical assistance on how to clean up these sites and meet MTCA’s standards. We can also provide written opinions on the sufficiency of the cleanups.

In April 2019, the Washington State Legislature passed a bill that authorized Ecology to establish a new process under the VCP to expedite reviews of eligible cleanup projects. The Expedited VCP process helps people who are working under tight schedules (such as real estate developers) to clean up their sites. The process is funded entirely by those requesting expedited reviews.
