Description This document describes how to apply for funding, meet program requirements, and manage funded projects for the four funding programs that make up Ecology’s Water Quality Combined Program (WQC). The four funding programs are the Clean Water State Revolving Fund (CWSRF), the Centennial Clean Water Program (Centennial), the Section 319 Program (Section 319), and the Stormwater Financial Assistance Program (SFAP).
