Description Section 104 of Washington’s Organics Management Law directs the Washington State Department of Ecology (Ecology) to contract with a third-party consultant to conduct a study of the adequacy of local government solid waste management funding. The law requires the study to include options and recommendations to provide funding for solid waste programs in the future if significant statewide policy changes are enacted. This study fulfills the law’s requirements and serves to inform the legislature, Ecology, and interested parties across the state of Washington on the relative impact of existing and proposed policies on local solid waste system costs and revenues.
NOTES Because of the size of this report, it has been divided into five chapters and a collection of appendices.
