Description The Toxic-Free Cosmetics Act restricts the manufacture, distribution, and sale of cosmetic products containing nine chemicals and chemical classes, including lead and lead compounds. Effective January 1, 2025, cosmetic products must not include intentionally added lead or lead impurities over 1 part per million (ppm).

Ecology issued this interim policy to provide compliance guidance to manufacturers. This interim policy gives:
• Manufacturers more time to comply with the lead impurities restriction.
• Ecology more time to collect information.
• Manufacturers alternative paths to compliance for cosmetic products that are unable to achieve lead concentrations below 1 ppm.
Ecology also started a rulemaking to identify a feasible approach to regulating lead in cosmetic products, including potentially adopting a different limit on lead impurities.
