Description The Washington State Legislature directed Ecology to prepare a non-project environmental review of utility-scale solar energy facilities in Washington by June 30, 2025. Revised Code of Washington (RCW) 43.21C.535 requires Ecology to assess and disclose the probable significant adverse environmental impacts and related mitigation measures for solar energy facilities.
The Draft PEIS has been prepared to satisfy the requirements of the Washington State Environmental Policy Act (SEPA). The purpose of the Draft PEIS is to evaluate potential impacts and mitigation at a broad level.
The PEIS considers potential impacts from general types of solar energy facilities; it is not site-specific or for a specific project. The types of utility-scale energy facilities evaluated in the PEIS would require additional, more detailed, project-level environmental review prior to permit decisions.
