Description | The Climate Commitment Act (CCA) established the Cap-and-Invest Program which requires certain businesses to obtain allowances equal to their covered greenhouse gas emissions. These allowances can be obtained through quarterly auctions hosted by Ecology or on a secondary market. The revenue raised from these auctions must be re-invested into projects that achieve state climate change mitigation and resilience goals. The CCA requires Ecology to prepare, post on the department website, and submit to the legislature, an annual report that identifies all distributions of funds from the accounts created in the CCA. | ||||
