| Description | A Solid or Hazardous Waste Management Plan is a tool for local governments and their partners and constituents to examine current practices, consider changes, and plan ahead to ensure adequate or enhanced programs in the future. These guidelines help local governments write and maintain their Solid Waste Management Plans (SW Plans) and Hazardous Waste Management Plans (HW Plans). RCW 70A.205.070 directs the Washington State Department of Ecology (Ecology) to, “provide to counties and cities technical assistance including, but not limited to, planning guidelines, in the preparation, review, and revision of solid waste management plans required by this chapter.” RCW 70A.300.350(4)(a) directs Ecology to provide Hazardous Waste Planning Guidelines. The Legislature has added new planning requirements to these RCWs over the years, including Contamination Reduction and Outreach Plans for SW Plans and the Used Oil element for HW Plans. These guidelines encompass or directly reference any guidelines written for those additional elements in one comprehensive document. These guidelines are part of Ecology’s ongoing support to local governments and the communities they serve to successfully implement their SW or HW Plans and achieve their solid and hazardous waste management goals. Ecology also has helpful staff specialized in planning, referred to as “Ecology planners” throughout these guidelines. |
