Author(s) Toxics Cleanup Program
Description The Department of Ecology (Ecology) proposed two changes to the Toxics Cleanup Program’s Environmental Justice criteria and grant scoring. The first change updates the criteria (indicators) used to identify likely overburdened communities and vulnerable populations. The second change is how we score those criteria for the purpose of prioritizing Oversight Remedial Action Grant (ORAG) projects previously solicited for the 2027-29 biennium. These changes are for the purpose of prioritizing and cleaning up contaminated sites under the MTCA Cleanup Regulations, Chapter 173-340 WAC. This document is the response to the comments received during the public comment period held from July 9, 2026 through August 10, 2026.
