Description Total maximum daily load (TMDL) for inner Grays Harbor that addresses dioxin discharges from eight pulp mills. Ecology listed the eight pulp mills for violating water quality standards for TCDD on June 8, 1989. The TMDL establishes wasteload allocations for TCDD for each of the pulp mills.
