Description Washington's Biosolid rule allows facilities located outside the jurisdiction of Ecology to send their biosolids of sewage sludge into the jurisdiction of Ecology (WAC 173-308-130), Requirement for treatment works located outside the jurisdiction of the department). Facilities outside the jurisdiction of Ecology include those located on Tribal Lands, in other States, on in other Nations. The rule requires an approval, but not necessarily a full permit, if biosolids or sewage sludge are sent to an Ecology-permitted facility.
