Description The U.S. Environmental Protection Agency (EPA) implemented a new Clean Water Act Section 401 Certification Rule that took effect September 11, 2020. This new federal rule has changed how we process requests for Section 401 water quality certifications.

At least 30 days after submitting a pre-filing meeting request, applicants may then submit their entire Section 401 request, along with a completed 401 Request Form, to Ecology and the federal permitting agency.
REQUEST A COPY The mission of the Department of Ecology is to protect, preserve, and enhance Washington’s environment. To help us meet that goal, please consider the environment before you print or request a copy.

ADA Accessibility
The Department of Ecology is committed to providing people with disabilities access to information and services by meeting or exceeding the requirements of the Americans with Disabilities Act (ADA), Section 504 and 508 of the Rehabilitation Act, and Washington State Policy #188.
