Description The Washington Department of Ecology determined that Lake Whatcom did not have a natural level of dissolved oxygen due to excess phosphorus in stormwater runoff related to development around the lake. Ecology also found that several tributaries to the lake had excess bacteria. This draft report, which is Volume 2 for this water quality improvement project, identifies how much phosphorus can be discharged to the lake, and identifies how the bacteria load (established in Volume 1) should be allocated between Whatcom County and the city of Bellingham, all so that the lake will meet water quality standards.
