Groundwater Status Update

This Site is in the Voluntary Cleanup Program (VCP).

Ecology received the Remedial Injection and Groundwater Monitoring Work Plan on June 13, 2022.  Ecology issued an Opinion Letter on October 5, 2022

Groundwater conditions is currently being monitored. Additional injections to treat contaminated groundwater might be necessary.

The Site is located on the north and south sides of N 34th Street. The Site consists of six tax parcels (the Property), N 34th Street, Burke Avenue N, and an adjacent property located at 1801 N 34th Street. The Site boundary is not currently completely defined. Ongoing investigations will aid in defining the current site boundary.

The Property was first developed with four single-family residences in the early 1900’s. A two-story concrete factory building was constructed on the north side of N 34th Street in 1909. From this time until the 1940’s, the factory building was occupied by a shoe manufacturer. From the 1950s to the 1960s, the factory building was in use as a commercial bakery. From 1974 to 2011, an aviation electronics manufacturer occupied the property. The property was vacant from 2011 until  2014, when the existing buildings were demolished. In 2016, the Property was redeveloped into four-story apartment buildings on both sides of N 34th Street.

The contamination at the Site is likely associated with historic surface spills or airfall from the former coal gasification plant located at Gas Works Park.

Contaminated soils underneath the former building (approximately 20 feet below ground surface) were removed.  Confirmation soil samples were collected from the sidewalls and bottom of the excavation. Most of the contaminated soil has been removed from the Site.

Soil vapor extraction (SVE) wells were installed below the parking structure and connected to high-powered fan. The purpose of the SVE system is to remove any volatile organic compounds that accumulated below the building.

2015 – 2021 Groundwater Remediation

A potassium permanganate solution is injected into five wells between March 2015 – May 2021.  This solution provides nutrients to naturally-occurring microbes to aid in digestion of TCE in groundwater.

Groundwater monitoring is ongoing. The monitoring assesses the effectiveness of the injection on concentrations of TCE in groundwater on the Site.

Contaminants Of Concern

The use and storage of tetrachloroethylene (PCE) and trichloroethene (TCE) in aviation electronics manufacturing operations resulted in releases to soil and groundwater.

Additional contaminations were found in limited areas in soil:

  • Carcinogenic polycyclic aromatic hydrocarbons (cPAH) - in limited areas on the property.
  • Diesel-range total petroleum hydrocarbons (TPH-D)
  • Gasoline - (TPH-G)
  • Benzene, toluene, ethylbenzene, and xylenes (collectively BTEX)
  • Lead

The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law. It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment. Ecology enacts the MTCA and oversees cleanups.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
