Status

Ecology received the Cleanup Action Report on January 26, 2022.  Ecology issued a Site Further Action Opinion on November 28, 2022

Site Background

The Site is located at 1408 4th Avenue N and 1215 2nd Avenue N in Kent, WA (Property).The Property is located in an Industrial Zone at the north central portion of Kent, Washington. The Property is approximately 4.3 acres.

The Property is currently used as a metals plating facility.  It consists of three large production floors which include:

  • A packaging/shipping warehouse;
  • general use warehouse; and
  • outdoor wastewater treatment and chemical storage area.

Multiple investigations confirm contamination was released to the  soil and groundwater prior to 2004. The contamination in soil and groundwater originated from releases of trichloroethylene (TCE) and metals in the chemical bunker area.

 TCE naturally degraded over time  resulting in the presence of the following by-products in soil and groundwater:

  •  1,1 dichloroethylene (DCE);
  • cis-1,2 DCE;
  • 1,1 dichloroethane (DCA); and
  • vinyl chloride

Groundwater samples collected from monitoring wells on the Site have also historically contained arsenic and hexavalent chromium above the cleanup level.

Cleanup Activities

In 2018, cleanup activities include:

Excavation of the impacted soil at the source area (Bunker 2). Approximately 307 tons of the soil were excavated from a 23-feet wide by 23-feet long by 9-to13 feet deep
excavation.

Fourteen soil samples were collected from the sidewalls and base of the excavation for
laboratory analysis. The analytical results indicated that TCE remained slightly above the cleanup level at northeast and southwest walls of the excavation.

In-situ chemical treatment (800 pounds 3-D Microemulsion) for the soil was applied to the base of the excavation prior to backfilling.

Groundwater samples were collected from monitoring wells after excavation.  Vinyl chloride and arsenic remain above the cleanup levels in some monitoring wells.

All the excavated soil and groundwater were disposed off-site at a permitted facility.

The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law. It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment. Ecology enacts the MTCA and oversees cleanups.

This site is in our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
