The 34-acre site is surrounded on the north, east, and south by the Spokane River.

The site was part of the George Wright Military Reservation (Fort Wright) established in 1899. The site remained largely undeveloped during Fort Wright’s operations; however, the Spokane Gun Club operated a shotgun skeet shooting range on the property from 1919 to 1949. In addition, an unlined, undocumented landfill is there. According to site investigations, the landfill contains construction and household debris.
 
Fort Wright was transferred from the U.S. Army to the U.S. Air Force before it closed in 1958. Then the property was divided and sold. 
 
Sisters of the Holy Names of Jesus and Mary purchased property and built a convent building in 1968. The site operated as a convent from about 1968 until 2016.
 
Then the site was developed into multi-family housing and a trailhead that connects to a conservation area near the Spokane River. Cleanup was done as part of this redevelopment.

Cleanup

Phase I and II Environmental Site Assessments were conducted from 2014 to 2016. During these investigations, diesel- and oil-range petroleum hydrocarbons, lead, polycyclic aromatic hydrocarbons, and methylene chloride were found in the soil at levels requiring cleanup.

In 2016, Copper River Apartments, LLC, applied to the Voluntary Cleanup Program and submitted a Cleanup Action Plan. Construction and cleanup activities started in fall 2016. Contaminated soil was excavated and disposed at a landfill. Remaining contaminated soil is covered to prevent human contact.

Periodic reviews

Ecology visited the site April 12, 2023, for the first periodic review. The cap appears to be in good condition, with no signs of excavation, erosion, or other damage. There were some construction material stockpiles, illegally disposed garbage, and other debris. However, the cap is still functioning as intended.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
