We removed Diamond & Direct Mailing, also known as Vestal Jobber Manufacturing, from the Hazardous Sites List (HSL) in November 2018. The HSL includes all contaminated sites that have had their hazard ranked relative to other known contaminated sites in Washington. Sites are ranked on a scale of 1 to 5 with 1 presenting the highest risk. This site was ranked a 3 due to petroleum contamination in soil.

In the 1990s, an underground tank and contaminated soil around it were removed. The excavation was backfilled with clean soil and covered with asphalt. Some contaminated soil remained because further excavation could have compromised a building foundation, so an environmental covenant was recorded to restrict any activities that could expose it.

During a file review in 2018, we discovered the site had never been closed out following independent cleanup. Ecology issued a no further action letter, stating that cleanup related to that underground tank is complete.

Periodic reviews

In 2024, we visited the site for the first periodic review and found the cleanup actions continue to protect people and the environment from the remaining, capped contamination.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
