Background
Lovrics Sea Craft Inc, (currently operating as Stabbert Marine & Industrial) Site is a waterfront Site in Anacortes that is a marine ship repair and maintenance facility. The Site was initially developed as a fish canning and processing facility by at least the early 1910s. The property was purchased by the Lovric family in the mid-1960s, and the Site has since operated as a shipyard.
Status
In 2019, the Site was added to Ecology’s Confirmed and Suspected Contaminated Sites List following a National Pollutant Discharge Elimination System (NPDES) permit sediment sampling activity. Analytical results were above the Sediment Management Standards for some chemical compounds.
Currently an Agreed Order is being negotiated between Guemes Channel Holdings, LLC (the potentially liable party [PLP]) and Ecology for the cleanup. The Agreed Order is expected to finalized and released for public comment in early 2024. Following the Agreed Order, the PLP will develop a Remedial Investigation and Feasibility Study (RI/FS) work plan to evaluate the nature extent of Site contamination, an RI/FS Report, and a draft Cleanup Action Plan (CAP). Additionally, interim actions may be implemented as needed.
