Status

This Site was cleaned up under the Voluntary Cleanup Program (VCP). 

The site was issued a Site No Further Action Letter on September 28, 2023.  
The No Further Action determination depends on the post-cleanup controls and monitoring specified in the letter and in an environmental covenant. 

Site Background

The Site is located on the southeast corner of the intersection of NE 85th Street and 158th Avenue NE in downtown Redmond. The Site is developed with a six-story mixed-used building in 2020. Prior to the construction of the current building, the Site was occupied by two office buildings, located on the northwest and southeast potion of the Site, respectively.

During building demolition in 2019, a total of approximately 50 timber piles were discovered beneath the former office building on the northwest portion of the Site. These timber piles are approximately 15 feet in length and 8 inches in diameter. The timber piles were preserved with creosote, which consists of polycyclic aromatic hydrocarbons (PAHs). Soil near the timber piles is contaminated with PAHs.

Cleanup Conducted

Since 2019, environmental investigations were conducted to define the lateral and vertical extent of the soil contamination. Soil contamination is confined within the upper 6 feet beneath the northwest portion of the current building.

Groundwater monitoring wells were installed along the north boundary of the Site. Groundwater samples were collected from the monitoring wells and indicated that groundwater quality is not impacted by the soil contamination.

A vapor barrier is installed beneath the current building to mitigation potential risk that may be caused by hazardous vapor migrating to the building. Indoor air samples were also collected at two locations inside the first floor of the current building. The air sampling results indicated that the indoor air quality is not impacted by the contamination beneath the building.

The timber piles and soil contamination are located beneath a cap, consisting of the current building structure, a vapor barrier, and concrete floor. This cap prevents contamination to be exposed to human health and environment. Restrictions are in place to ensure the containment of contaminated soil is maintained. The restrictions are documented in an environmental covenant.

The Model Toxics Control Act (MTCA) is Washington’s environmental cleanup law. It provides requirements for contaminated site cleanup and sets standards that protect human health and the environment. Ecology enacts the MTCA and oversees cleanups.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
