Location

Woodlands at Redondo Creek development is located on one King County parcel in Federal Way, Washington.  



History

The 21.12-acre property was undeveloped and forested prior to cleanup and development. Edgewood Terrace Estates LLC (Edgewood) plans to develop this property into multi-family residential housing with associated parking, landscaping, and utilities. 


Why did the Property need cleanup?

In April 2019, soil testing found the surface soil was contaminated with Arsenic.  This contamination is likely a result of air pollution from the former Asarco smelter in Tacoma. Air pollution from the smelter settled on the surface soil over more than 1,000 square miles of the Puget Sound basin. The contaminated area is known as the Tacoma Smelter Plume and is managed under the Asarco Tacoma Smelter Site.   Arsenic and lead in soil can cause adverse health effects with long-term exposure. Developers within the Tacoma Smelter Plume are encouraged to cleanup properties within the plume during development. Ecology provides free Technical Assistance to developers.

How was the Property cleaned up?

In January 2021, ECI Environmental Consulting developed a cleanup action plan for the Property on behalf of Edgewood. The cleanup action plan selected soil excavation and disposal as a way to remediate the Tacoma Smelter Plume contamination. Ecology agreed with the cleanup approach and issued and opinion on the proposed cleanup in March 2021.

In June 2021, Edgewood remediated the Property during its development. They excavated the contaminated surface soil from one location where arsenic exceeded the state cleanup level and transported it to an approved landfill. 


How do we know if the cleanup was satisfactory?

In 2021 Edgewood joined the Voluntary Cleanup Program with Ecology, requesting an opinion on the cleanup of this Property.  They provided Ecology with a cleanup report containing the results of the soil sampling after the cleanup. They sampled the soil under the excavated areas. The lead and arsenic levels met the cleanup standards for unrestricted land use.  Ecology determined that the Property was cleaned to satisfy state requirements and issued a No Further Action determination in February 2022.  



Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
