Remedial Investigation Work Plan on July 1, 2022.  Ecology issued Opinion Letter on Remedial Action in May 17, 2023.

The Site is located within one 13.63-acre King County parcel 2823059009 (Property). The Property is located east of 116th Avenue SE and south of SE 168th Street in Renton, WA. The Property is part of the Cascade Village shopping center.

The Property was developed with five buildings, Building A through Building E. From approximately 1977 to 2010, a dry cleaners (Cascade Cleaners) operated in a tenant space in Building C. Building C was demolished in 2007.

Contamination at the Site is associated with the operation of the former Cascade Cleaners. The contaminants are dry cleaning solvents and their degradation products, including tetrachloroethene (PCE), trichloroethene (TCE),cis-1,2-dichloroethene (cis-1,2-DCE), trans-1,2-dichloroethene (trans-1,2-DCE) and vinyl chloride (VC).

Environmental assessments and remedial actions were conducted at the Site since 2008.  The environmental assessment identified two contamination source zones:

 

 

 

 


  • Beneath the former dry cleaner tenant space in former Building C, where dry-cleaning machine was present, and the dry-cleaning business operated. This source zone encompasses the area beneath the southwest portion of the former Building C, as well as the alleyway located to the west of the building.
  • The alleyway located adjacent to the southwest corner of the former Building C, where drums historically used for storing spent solvents were kept.

Remedial actions were conducted in the first source zone, including excavating contaminated soil to approximately 9 feet deep, application of treatment chemicals in the excavation area, and injecting treatment chemicals in the shallow groundwater. Currently, Site investigation are still ongoing in order to determine the extents of the contamination in and outside of the source zones.

    This site is in our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

    Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
