The Site is located on the northeast corner of the intersection of 24th Avenue East and East Lynn Street. It’s currently developed with a U-shaped, two-story building that is constructed with wood, brick, and concrete. The building was originally constructed in 1914 and modified through 1936 into its current configuration. The building is occupied by the Montlake Apartments and several small retail stores, including a coffee shop, a hair salon, and an investment firm. The footprint of the building covers the majority of the Property with the exception of a central, open-air courtyard.

The building has primarily been used for residential and retail land uses. However, a historical dry cleaner, referred to as “Montlake Dye Works - Clothes Pressers and Cleaners”, operated at the Site in 1930. No additional information is currently available regarding this dry cleaner.

Contamination at the Site is likely associated with the former dry cleaner at the Site. It is also possible that the contamination may be attributable to nearby former and current dry cleaners.

Since 2022, four soil borings and five monitoring wells (MW-1 through MW-5) were installed to investigate the contamination. Soil contaminated with tetrachloroethylene (PCE) was found between approximately 10 and 15 feet deep in all soil borings and two of the monitoring wells. Groundwater contaminated with PCE was encountered in all soil borings and monitoring wells. Additional investigation is planned to further evaluate the contamination.
