Site Description
The Site has been operating as a bulk fuel plant since 1921. The Site consisted of a warehouse, loading racks, underground piping, barrel-filling area, heating oil underground storage tank and aboveground storage tanks. A maintenance building was built in 1940, loading racks removed and replaced in 1950 and again in 1990, an office building constructed in 1964, and two dispenser islands, a canopy and paved portions of the property were added between 1998 and 2002.
In 1990, when the loading racks were replaced, an investigation revealed release of petroleum products to soil and groundwater.
After a Site Hazard Assessment conducted in 1991, the Site was ranked a “1” on the Hazardous Sites List. The Hazardous Sites List is a statewide list of contaminated properties. Sites can be ranked from a “1” to “5”. A rank of “1” is the highest level of environmental concern compared to other sites on the List, and a rank of “5” is the lowest.

Cleanup Activities
Contaminated soil was excavated and removed, but groundwater contamination remained. An oxygen compound was injected to help the contamination break down. Between 1990 and 2018, soil and groundwater were sampled many times and in 2018, the data showed that petroleum was no longer present above state cleanup levels.
In July 2020, Ecology removed this Site from the Hazardous Sites List.

Voluntary Cleanup Program
This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
