In December 2000, gasoline on groundwater in a monitoring well near the Corner Express, which is now the Davenport Food Mart, was reported to Ecology. The well was less than 100 feet to the north and downgradient of the Food Mart. The monitoring well had been installed as part of an environmental investigation at Priceless Gas directly north of the Food Mart. Ecology determined, based on the characteristics of the gas in the monitoring well, that it was coming from the Davenport Food Mart station.  

After further investigation, Ecology issued the Cleanup Action Plan for the Davenport Food Mart, which included:
  • Removing the underground storage tank (UST) system
  • Removing all soil within the UST system excavation
  • Installing groundwater and soil treatment systems, and monitoring their progress
  • Monitoring groundwater until it meets state standards

Periodic Reviews

Ecology visited the site October 23, 2014, and May 17, 2023, and determined the following:  
  • The cleanup continues to protect human health and the environment.
  • Soil contamination still doesn't meet state standards; however, the contaminated soil is contained so people and animals can't be exposed.
  • Groundwater contamination doesn't meet state standards; however the contaminated groundwater plume is stable or shrinking and not moving off-site. 
  • The environmental covenant for the property is in place to notify any future property owners of existing contamination and prevent activities that would expose it.
  • No further cleanup is needed.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
