Site Description
This site is on Eagle Harbor of Puget Sound; a marine shoreline parcel of approximately 4.1 acres located on the north side of Eagle Harbor west of the Winslow area of Bainbridge Island. The City of Bainbridge Island has restored the natural shoreline to the site from the commercial/industrial uses of the last century and has converted it into a public park. Prior to restoration, the shoreline had a concrete foundation and slabs in various locations. The site extends upland into a wooded area with a stream running south through the property on the east side. The surrounding parcels are mostly residential.
The Strawberry Plant site became known to Ecology in 2010. An Initial Investigation was conducted by the Kitsap Public Health District, during which the site was determined to need further investigation/assessment and placed on Ecology's Confirmed and Suspected Contaminated Sites List. Ecology requested Kitsap Public Health District perform the Site Hazard Assessment (SHA). The SHA was completed by August 2011 and the site was placed on Ecology's Hazardous Sites List. The site’s hazard ranking, an estimation of the potential threat to human health and/or the environment relative to all other Washington state sites assessed at the time, was determined to be a 2, where a 1 represents the highest relative risk and 5 the lowest. Arsenic, lead, mercury, and cPAHs are the contaminating substances detected in groundwater and soil samples, and were found in concentrations exceeding Model Toxics Control Act (MTCA) cleanup levels.
Further Action is required at this site. Cleanup actions may be conducted independently – without Ecology involvement – or through Ecology’s Voluntary Cleanup Program. For an official Opinion Letter, a No Further Action determination may be reached with oversight by an Ecology site manager through the Voluntary Cleanup Program.
