Background

The former Restover Truck Stop site included a vehicle fueling area, retail sales, a convenience store, a restaurant and a motel. Cosden Oil, Inc. operated the truck stop from 1969 to April 2014 through a lease agreement with the owners of the property. Four gasoline and eight diesel fuel dispensers were located under canopies near the convenience store.
 
During operations, soil and groundwater at the site and nearby areas were contaminated with gasoline, diesel, and oil. In 1971, a shallow domestic water well located north of 93rd Avenue SW was reported contaminated with petroleum hydrocarbons. Through 1982, petroleum product was found in other shallow wells, successively farther from the site.
 
Several investigations at the site resulted in enforcement actions to halt the release of petroleum hydrocarbons underground. Ecology estimated that about 65,000 gallons of gasoline were lost between 1974 and 1981. In 1979, about 2,000 gallons of leaded gasoline and diesel/oil soaked into the ground when a logging truck struck a fuel dispenser. In 1983, Ecology issued Restover Truck Stop a notice of violation and ordered that the underground storage tanks (USTs) be tested for leaks. Test results confirmed at least one diesel tank was leaking. Ecology also installed six groundwater-monitoring wells and found petroleum product in the groundwater.

Status And Cleanup

Cleanup was conducted between 1992 and 2015 and completed in 2015. About 357,000 gallons of contaminated groundwater was pumped out of the ground, treated and disposed as stormwater. About 19,000 cubic yards of contaminated soil was removed and transported off Site for disposal. Clean soil filled in excavated areas.

Ecology has determined the cleanup meets the state’s environmental cleanup standards established for groundwater and soil, and that the site no longer poses a threat to human health or the environment. Ecology removed the site from the Hazardous Sites List in December 2016. The site was ranked a 3 on the Hazardous Sites List (a rank of “1” represents the highest level of risk compared to other sites, and a rank of “5” represents the lowest).

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.
